CSL licensing provides a pool of licenses that can be used by any dashboard viewer. Once allocated to a specific viewer, licenses remain allocated so long as the viewer is actively requesting data from web services. After a short period of inactivity, around 5 minutes, the license is returned to the pool and is then available to be allocated to a different viewer.
